Ugh, I think this should be integer seconds. In the Envoy code it maps to the header Access-Control-Max-Age: https://github.com/envoyproxy/envoy/blob/master/source/common/http/filter/cors_filter.cc#L76
Access-Control-Max-Age is supposed to be integer seconds: https://www.w3.org/TR/cors/#access-control-max-age-response-header
This needs to be fixed in v1alpha1 as well, but it shouldn't block this PR. I can create a PR to fix it.
