Opens Web UI on second instance. This partially addresses #1153. When trying to open the app again, the Web UI window opens up.
Personally, I don't like this code really much because I had to move some other parts to fit them all in a single
second-instancehandler. We only open the Web UI if no protocol, nor file was handled.License: MIT
