fix: worker/runner logs collection #32

This PR fixes collection of diagnostic logs (worker/runner) and syslog logs.

It should help with debugging #29 further. In particular, with preparing a ticket for GitHub support.

If actions/runner#891 gets picked up, we could very easily get insights into step logs too.
