Recently added tests need to be labeled appropriately

snap/grpc/controlproxy/controlproxy_test.go
snap/pkg/netutil/netutil_test.go
snap/pkg/rpcutil/rpcutil_test.go

The above three test files are not labeled as small, medium, large, or legacy, so these tests execute for any test that runs. The above files should have the appropriate build label applied for test size, and the file renamed to match the test size (e.g. netutil_small_test.go)
