ci: re-enable windows tests that previously failed #4351

This is a quick test to see if the snapd and libsrtp tests work on windows since we upgraded the version of python used on windows. Previously they were both failing.

Surprise! Looks like the python 3.12 update on windows (or possibly something else in the intervening time) fixed these tests so they should be ok to re-enable.
