I agree this would be an awesome resource. That would use this API, which does not appear to have upstream support in google/go-github. That will need to be done first before PRing this project.

Exciting news! It looks like as of last week, rulesets have been implemented in google/go-GitHub's latest release: https://github.com/google/go-github/releases/tag/v53.2.0

This would be a key resource for those managing their GitHub org via IaC.
