I spent quite some time but could not figure out how to solve the CI test error here. Could you take a look at this when you get a chance @jhkennedy?

Here are my failed attempts for your reference, in case it may be helpful:

• set the MACOSX_DEPLOYMENT_TARGET
• run cibuildwheel locally following its documentation website but did not get it to work

After this issue is solved, we could cut for a new release, to incorporate the recent merged changes for python-3.12.

@yunjunz it looks like you just needed to set MACOSX_DEPLOYMENT_TARGET="13.0" as the macos-13 runner is using macos 13.0 not 10.13:

I don't think you need to include SETUPTOOLS_USE_DISTUTILS=stdlib anymore either, so I commented it out.
