GET endpoint still enabled because it's used by whitelist page
and to configure external authentication order
- Add contributors and change-log labels - Remove old acknowledgement
In order to support also Chinese characters, charset and collation of info_val column in saved_user_auth_info table have been moved from latin1 to utf8 aligning them to the table values.
