I've seen a few reports of payments being stuck in pending (never completed from PP IPN) - we should spend some time and look into this to double-check everything is good.

After extensive testing here's my findings:

I just had MT update the cURL version on a site where payments were being stuck in pending after a PayPal Standard transaction without "Disable IPN verfication" enabled and NOW they are marking as complete. PP is now accepting the verification request.

I didn't find anything wrong, closing. The only code I added was to clean up '&amp' encoded ampersands for PayPal standard 03b299e
