Slackbot LAMP Web Server

TODO:

Expand configuration instructions/options in README.md
Explain web server configuration
Add www/jiraticket/README.md with instructions/configurations
Add a README.md for each app like the previous bullet

Configuration:

Edit the relevant values in includes/constants.php
Point a Slack App's Slash Command request at one of the apps here (example: www/jiraticket/ticket-linker.php)

See the README in each app's directory for more information

Tested on CentOS7, Apache2, MariaDB, PHP7

Tested on a micro GCP instance
