ADO # 1001784 - Add descriptions to properties of JobArgs and HubArgs in Args.ts
I filed this item over a year ago when I needed an explanation for one of these arguments and notice the descriptions weren't there. I bulk-added most descriptions as place holders in most cases. Now that the descriptions are in place, we can easily expand them if it is determined any require clarification in the future. I'm also hoping opening this PR will generate discussions that will allow us to debate specific descriptions before this PR is merged.
