The TOC approved a requirement that maintainers
that have not been active in over three to six
months be move to emeritus status.

These maintainers have not been active in over
one year.

@VRamakrishna @sanvenDev Do you agree with this pull-request or not? I think Sandeep is a begineer maintainer on Cacti project, so it is quite natural that he is inactive now (and he will become active soon?). I would like to review this pull-request after your judge.

@takeutak Neither Sandeep nor I have been active maintainers on cactcus but we will be on cacti. (Both of us have been working on a branch in Peter's fork to integrate Weaver code into the existing Cactus repository.) If this change is meant only for the first, then I don't have a problem with it. Whenever we create a hyperledger/cacti repository, Sandeep will be on the maintainers' list as he is the biggest contributor to Weaver.

I'll wait for your response before approving this. (Or @sanvenDev himself can approve.)

@VRamakrishna Thanks for your replying. Definitely I think Sandeep is an neccesary maintainer of Hyperledger Cacti. I don't have an intend to accept this pull-request.
(Of course, as you suggested, there is a possible option to move him to emeritus once and assign him as active maintainer in the new Cacti repository.)

@ryjones How do you think about the above? If maintainers must follow that regulation, I will unwillingly approve this pull-request once on this Cactus repo (and he will be an active maintainer on Cacti).
