Add priority offset for config defined documentation sidebar values

An arbitrary offset would be useful for the automatic documentation sidebar making it easier to override in front matter since config defined values start at 0 making it hard to put something before that.

As it is now, the front matter route works fine as long as you commit to it and use it for all pages, but it's not easily mixable with the config route.
