Perl 5.26 is now stable on amd64. This trivial commit updates
RDEPEND from <5.25 to <5.27, unblocking the perl upgrade. As
far as I can tell everything works perfectly fine, both web UI
and socket, but I'm not a heavy user of either.
(Side effect note: updating Manifest removed three previously-
removed files)
