Issue for users with older herokuish images ( gliderlabs/herokuish:v0.4.0 )

The url doesn't work https://s3-external-1.amazonaws.com/heroku-buildpack-ruby/heroku-16/ruby-2.7.4.tgz and the deployment doesn't work. This happed after #1193. We had to update the herokuish image to gliderlabs/herokuish:v0.5.28.

The heroku-16 stack went EOL before Ruby 2.7.4 came out so I never built Ruby 2.7.4 binaries for that stack. Which is why the download is failing.

This buildpack does not support heroku-16 because it is EOL. To use this buildpack you need to use a supported stack both heroku-18 and heroku-20 are non EOL. Alternatively, you can pin to an older version of the buildpack.
