@IanCa please pull develop branch before modifying as I did a lot of formatting.
I moved the remaining pieces in file_util to schema_util. Some of those functions are not used. I don't use anything in schema_util elsewhere. As far as I can tell, they are only used in the schema package and can be consolidated.
