Update docker image to support latest OSMnx and other packages

OSMnx will soon hit version 2.0, and to support that it is time to make sure our software is up to date with its latest version.

We also have some dependabot alerts for some dependencies of NiceGUI, so its time to update that to its latest version.

And we can address remaining dependabot alerts at the same time (these aren't really a problem for our application as it isn't live on the internet, but important to keep patches up to date so far as possible to ensure the software packages we depend on remain working in concert with each other)
