VAULT-28522: Update actions/checkout to 4.1.7

Description

A superset of #27476 which upgrades older versions to 4.1.7 also.

I'm going to do the ent backports manually since the there's an issue with it right now, and also it'll likely have conflicts.

• Labels: If this PR is the CE portion of an ENT change, and that ENT change is
