Having to implement this using ARM is shaky at best.

I'd be great to have not only have support for Threat Detection on Azure SQL, but also Vulnerability Assessment.

This has been released in version 1.39.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:

provider "azurerm" {
    version = "~> 1.39.0"
}
# ... other configuration ...
