Description

VM Hibernation has now gone GA, and according to docs it should now be able to enable Hibernation on existing VMs. Ref. MicrosoftDocs/azure-docs@91cd1cd

Thanks for this PR @audunsolemdal. Could you rebase on top of main, that should fix the failing Vendor Dependencies check.

Removing ForceNew isn't going to have any effect on existing configs/resources and the function used to set it is called in both Create and Update methods which is why I'm satisfied merging this without a test. Worst case is the API returns an error when trying to update the property which I'm sure we'll find out about soon if that's the case 🙃
