docs/r/wafv2: add CONSTANT to aggregate_key_type

Description

RateBasedStatement supports IP, FORWARDED_IP but also CONSTANT and CUSTOM_KEYS.

CONSTANT is already supported because validation is made against aws SDK where it is declared as valid value.
