resource/aws_networkmanager_vpc_attachment: When attachment not accepted, incorrectly returns error stating cannot be deleted #34501

Expected Behavior

The aws_networkmanager_vpc_attachment should be deleted

Actual Behavior

The provider incorrectly returns an error without trying to delete.

aws_networkmanager_vpc_attachment resources can be deleted by first rejecting the attachment.
