Test run fails because service principal in Azure is only set for main branch, just wanted to make sure it would pull the newest version of Packer and that the plugin loading issue was resolved, so my test was successful, merging this without approval as its just an unpinning to latest packer |

Packer v1..9.2 had a bug where locally built plugins were not properly used, so I pinned the OIDC test to 1.9.1, now I want it to be on the latest build since v1.9.3 fixes that issue
