This involved removing some deprecated type packages and also adding some unnecessary babel plugins that rollup-ts requires for mysterious and unanswered reasons.

ember-template-lint currently dots off a property that evidently can be undefined (or at least was never explicitly required to be defined? Idk, just javascript things. This pins an older version in the sub dependency to get linting working again.

Whole bunch of little upgrades and a couple code changes in support of them:
rollup-plugin-tshas this weird quirk where they assume packages exist? lol?? So the patch of least resistance was adding those packages. Innocuous enough even if it shouldn't be necessary. Implicitly added babel plugins wessberg/rollup-plugin-ts#189
