[HCP Observability] Init OTELSink in Telemetry #17162

Description

Overall Feature background

This PR is part of the HCP Observability feature to send Server metrics to HCP's new Telemetry Gateway. The idea is to create a new OpenTelemetry go-metrics sink that will be initialized automatically when a Consul server is registered with the HCP management plane.

We will be merging these approved changes into feature/hcp-telemetry
That branch will be merged at the end into main and back ported
This allows us to iteratively improve on this feature over time before. Split up for easier PR review. 🚢

This PR: MetricsClient

This PR adds the OTELSink to the fanout sink within the Telemetry package, if initialized. This way the sink is automatically registered to collect metrics, like other sinks. When the HCP deps get initialized, we initialize the sink and append it to a new ExtraSinks configuration in lib/telemetry.

Changes:

Bump the HCP SDK to obtain Telemetry Gateway request/response objects.
HCP Deps initialization will initialize an OTELSink, if :

The Telemetry Gateway's AgentTelemetryConfig endpoint returns valid Telemetry configuration.
If the above is successful, a MetricsClient, OTELReader and finally - the OTELSink are initialized.
The sink is added to the HCP deps.

If a sink is present in the HCP deps, it is appended to the ExtraSinks, which get added to the fanout sink

The sink gets initialized in the deps, so I had to move this up before the telemetry get initialized. Seems fine to return early if there's an error, as the calling function handles the error and fails start up.

@loshz We tested the whole thing end to end, with the HCP Telemetry Gateway, and some fixes were made that I had to port in by updating the HCP Go SDK: commit : 58e838a

Will re-request, but it's just an SDK bump 😓

Moving forward I'll make any fixes in follow-ups!

Important to add this WithoutBrowserLogin, it wasn't there before since it was added with a more recent version of the SDK. Without this, the auth keeps opening a browser :s.
