Previously resources that had validation errors were treated as though they were omitted entirely, but that is incorrect. They should be treated as transient errors. This change fixes that. The behavior difference is that missing resources unconditionally cause the resolver or LB policy to report an error, but transient errors allow the previous version of the same resource to be used if possible. That is what the new tests verify.
