static grids missing styles: ui-draggable-disabled ui-resizable-disabled #1435

Subject of the issue
when I removed initializing jq for static grid (which isn't really needed) the side effect is that we lost class='ui-draggable-disabled ui-resizable-disabled' and other styles which apps (like myself) might depend on. Need to bring those styles back...
