Wrapping up

Released all VE resources - RPAT, RSPM, GUI, Scenario Viewer, tutorial, test system
Dan now pulling them to https://github.com/VisionEval
- first to https://github.com/VisionEval/VisionEval-Dev/tree/development
- and then to https://github.com/VisionEval/VisionEval-Dev/tree/master
- and then to https://github.com/VisionEval/VisionEval
- and then in installer form to https://github.com/VisionEval/VE-Installer
Only https://github.com/gregorbj/VisionEval/tree/ve_rspm_state active in this repo (for ODOT)
- Brian noted non-hard-wired calls in issue #191 in PR #232 is a key framework revision to support the VEState integration for ODOT

Windows installer

Jeremy building a Windows installer for R 3.4 and R 3.5
Plan to soon post for users

We're done with core development and using remaining budget for on-call support / review comments
No more scheduled meetings going forward
