Secondary button inside has incorrect hover IE8

Description

What happened

Hovered on secondary button in IE8 inside the .au-body class.

What I expected to happen

Have the same hover style as outside .au-body in IE8.

• Module name: buttons
• Module version: 1.0.1

Steps to reproduce:

1. Go here in IE8 https://uikit.service.gov.au/packages/buttons/tests/site/
2. Hover on the secondary button
