We currently use gcr.io/distroless/cc - which is not listed on https://github.com/GoogleContainerTools/distroless#how-do-i-use-distroless-images

Any other tags are considered deprecated and are no longer updated

We may be able to migrate to gcr.io/distroless/static-debian11 but gcr.io/distroless/cc-debian11 may be the closest to what we currently use.

Migrate image to supported distroless tag

The image we were using was deprecated, and is no longer updated.
This is the new one 👍
