Pandas Index cannot assign with some value

Current Behavior
When I want to run a cell of my code in Google Colab, there is a notification that my syntax is error with red underline, this should be error if I run it. But when I run it, there is no error appear and the code run well.

Expected Behavior
This code should be error expected or maybe the syntax not have red underline
