[3.x] Deterministic constraint map in Godot Physics solver #48498

3.x backport of #48497

Makes the physics solver more deterministic for all types of physics objects (areas, rigid bodies, soft bodies) in both 2D and 3D physics.

This PR iterates on #44112 by @jordo, which made 2D physics more deterministic, but it doesn't require #44112 to be ported to the 3.x branch.

Closing for now to reduce PR backlog, the master PR is still in discussion and not consensual yet: #48497.

Once a consensus is found and if it's merged, then this PR could be reopened / used as a base for a 3.x backport.
