Before controlled rollout, the CodeQL Action used to use the version of CodeQL in the toolcache by default. However, the CodeQL Action now determines which version of CodeQL to run based on feature flags. This PR updates the naming of the label associated with this default behavior from "cached" to "default" to avoid potential confusion.
