Emergency release to squash two bugs introduced in v2.16.1(2):

• when http.sslBackend is unconfigured, any fetch/clone/push would crash
• at least up until Windows 7, the way we wanted to restrict the handles inherited by spawned processes did not work as expected and caused the spawn operation to fail.
