LGTM! Mainly small questions, only the inconsistent call to the HIP API in transpose
and the overflow in the merge_path
binary search might have to be addressed.

This PR ports cuda csr/dense/ell/hybrid/sellp/sparsity_csr into hip
add cuda2hip script to convert cuda code to hip code.
It uses
hipify-perl
first, and then replace all name corresponding to cuda to hip's (cuda->hip, CUBLAS -> HIPBLAS etc)It can not handle the optimization, and the format.
cuda2hip
will add#include "hip/hip_runtime.hpp"
in the first line, so need to modify it manually.add
