Parameters added in empty queries are always added as text parameters #4723

Issue Summary

When adding a parameter in a query that contains no query text it's always added as a Text Parameter:

Steps to Reproduce

Open the new query page or open a query and clean its text;
Click on Add New Parameter and try to add any non-text parameter;
Check that it was added as a Text Parameter
