WSL `vagrant.exe ssh` doesn't provide a command prompt/never logs in, adding this argument to the Vagrant file fixes this problem. See: hashicorp/vagrant#9143 (comment)

No, this did not fix the issue properly, I'd recommend deleting this PR until a better solution is found. I'm still new at Github and contributing, can I / should I just delete my branch? |

Please review, it's unknown if adding this to the Vagrant config will negativity affect other OSs, but it does fix this specific WSL problem.
