Do we not need licenses also for
- https://github.com/gammapy/gammapy-data/tree/main/PKS2155-steady
- https://github.com/gammapy/gammapy-data/tree/main/cta-caldb
- https://github.com/gammapy/gammapy-data/tree/main/joint-crab/dl3/magic (for the MAGIC data)
