Issues displaying incorrect paid values

There is a bug with the paid value of the issue.

Looking at http://freedomsponsors.org/core/issue/384/ and comparing the paid value on the issue with the paid values registered on the activities of the project you can see the difference.

Jarl Arntzen offered USD 20, but made a USD 40 payment.

davelab6 offered USD 20, and made a USD 20 payment.

It seems like FreedomSponsors is considering the offered value as paid and not the real paid value.

Related with #143, but maybe the answer changed with all these layout changes.

Fixed on the issue page, but there's still some other places where Offer value is displayed instead of Payment value.
