Tilt plugin and console script support for 3.7 and up

Update console script to work with Python3.7 and up. Older version wi…ll no longer be supported by the console script, but the library itself should still work (untested). Readying new release. Thanks to @jkt628 Jack Thomasson for his Tilt plugin.
