e2ee is broken in chrome on rejoin

@cloudwebrtc just curious but what bug was 2421e88 supposed to fix? from my testing e2ee was working perfectly before that.

Now I get a Uncaught (in promise) InvalidStateError: Failed to execute 'createEncodedStreams' on 'RTCRtpReceiver': Encoded streams already created when rejoining with a device

hi @td-famedly, Before this change, e2ee worked perfectly in debug mode. However, in release mode and the latest Chrome, when a readable stream is held by multiple variables, such as jsSender.readableStream = readable;, the readable stream cannot be passed to the e2ee worker via worker.postMessage, resulting in an exception "readable is locked."

I think we need another PR to get the encodedStreams that have been created， to fix rejoining
