Are you running it against Ruby 1.9?

Alaveteli runs on Ruby 1.8.7, and 1.9 is not yet supported - see https://github.com/mysociety/alaveteli/wiki/Upgrade-rails-and-ruby and https://github.com/mysociety/alaveteli/issues?milestone=19&state=open which covers some of the failing tests you've seen
