It's from Gentoo commit 1df9b3482f2e199390ecbe04a76f5397e450218f.
- take care of nscd.conf via tmpfiles, add files/nscd-conf.tmpfiles.
- comment out 'dostrip -x' to force the OS image binaries to be stripped
- remove everything glibc wants to put under /etc since we use
baselayout to provide that

sys-libs/glibcto 2.38-r13, mainly to address CVEs:Based on Gentoo commit 1df9b3482f2e.
Flatcar changes are based on commit 8d2a98e18578.
Fixes flatcar/Flatcar#1433.
Cherry-pick to Beta flatcar-3940.
