[VYMCA-XXX] Add Virtual YMCA Editor role and change admin menu access #76

Steps for review:

log in as admin
create a new user account with the "Virtual YMCA Editor" role
log in with the new user account
verify you can see admin menu with Content and Virtual Y sections
verify the Virtual Y section doesn't contain setting links but does contain Content links, so that you can create content
verify the menu links work
verify you can create Virtual Y content
