PR intention
This PR rearranges payments in the coinbase transaction after the first zcoin halving (block
302438). 15% of block subsidy will go to special address used to fund zcoin development. Znode block reward will increase to 35% (formerly 30%).Code changes brief
Changes are made to block validation and mining code to support new scheme. There is a unit test checking distribution of block subsidy and ensuring blocks with wrong distribution is rejected.
