Adds a genkitprerelease experiment that will include -rc and -dev releases when finding the latest release. Additionally adds a template for 1.0.0.
TODO: we should decide to possibly modify the template. Currently it imports
hasClaimbecause it's used in a sample, but that sample is commented out, meaning the template fails linter checks for unused imports.
