Adds a section that redirects from the root readme to the elm testing readme. This should make it easier for anyone working on the elm tests to find the relevant documentation.
Also adds an alternative means to format the elm code using elm-format from the root directory (rather than having to navigate to examples/morphir-elm-projects/evaluator-tests/ to do so)
