Unfortunately the problem only happens in parts of the site visible to registered users, i.e. the dashboard. If I use Tumblr's "Copy Link" feature to open a blog post in a new browser tab, then the blog post is shown more or less the way unregistered visitors see it, and hovering over images in the blog post works.
Steps to reproduce the problem (include image url here)
Log in at tumblr.com
Follow some blog that posts lots of pictures
Go to your Tumblr dashboard
Hover over an image in a post (not the Tumblr Radar on the right)
OS version, extension version (Chrome only, Firefox is not supported)
Arch Linux, Hover Zoom+ 1.0.139, Firefox 74.0.1.
