[Enhancement] Create API to update Team Member's Current Active Task #6937

Create API that change user's activeTaskId field in OrganizationTeamEmployee Entity, no other field should be updated.
Users with ORG_TEAM_EDIT_ACTIVE_TASK permission should only access this API (Need to add this new Permission).
Make sure user can only change his/her record.
Test the API with Old users too.
