Add Antarctica Zones

These will be made with manually created polygons using this Wikipedia article as a reference.

Shown below is the classification of zones in Antarctica that I came up with:

The purple area between Europe/Berlin and Antarctica/Troll is Africa/Johannesburg. Since there are no claims or bases in Marie Byrd Land, that was left empty until -86 degrees south. In the oceans shapefile, that area will instead have an ETC/* zone instead. The following sources were used in determing the map:
